Oman is rapidly positioning itself as a future leader in the global green hydrogen economy. Through large-scale renewable integration, structured auction mechanisms, and strong international partnerships, the Sultanate is transforming its natural solar and wind advantages into a long-term export-driven clean energy strategy.
With an estimated USD 97 billion energy investment roadmap through 2032, green hydrogen represents the most strategic pillar within Oman’s broader energy transition agenda.
Duqm and Dhofar: Strategic Hydrogen Production Corridors
The geographic anchors of Oman’s hydrogen ambitions are Duqm and Dhofar. These regions offer vast land availability, strong solar irradiation, and wind capacity — critical inputs for cost-efficient electrolysis.
Two competitive auction rounds have already awarded eight large-scale hydrogen projects, while a third round is underway. Combined, these developments are expected to mobilize approximately USD 49 billion in investment and deploy around 29 gigawatts (GW) of renewable generation capacity.
Rather than isolated facilities, these projects are designed as integrated energy ecosystems — combining multi-gigawatt solar parks, wind farms, advanced electrolysers, and downstream ammonia production infrastructure.
Hydrom and the Institutionalization of the Hydrogen Market
Hydrom, the national hydrogen orchestrator, has played a pivotal role in structuring Oman’s hydrogen rollout. By centralizing land allocation, regulatory frameworks, and investor coordination, Hydrom has attracted nearly USD 50 billion in global commitments across nine major projects.
The current pipeline targets production of approximately 1.5 million tons per annum (Mtpa) of green hydrogen by 2030. Beyond this milestone, Oman’s long-term objective is significantly more ambitious: achieving 7.5 to 8.5 Mtpa by 2050.
A substantial portion of output is expected to be converted into green ammonia for export, positioning Oman as a reliable supplier to decarbonizing markets in Europe and Asia.
Renewable Scale-Up as a Competitive Advantage
Oman’s hydrogen competitiveness is anchored in renewable scale. The country plans to develop up to 180 GW of renewable capacity by 2050 — a transformative expansion that would establish Oman among the region’s largest renewable power producers.
This large-scale deployment is essential for achieving:
- Cost-competitive hydrogen production
- Stable long-term export contracts
- Industrial decarbonization domestically
- Energy diversification beyond hydrocarbons
By leveraging abundant natural resources and strategic port access, Duqm and Dhofar are evolving into globally connected clean-energy corridors linking Asia, Africa, and Europe.
Alignment with Vision 2040 and Economic Diversification
Green hydrogen is not solely an environmental initiative; it is a structural economic strategy under Vision 2040. The initiative supports:
- Diversification of export revenues
- Attraction of foreign direct investment
- Development of advanced industrial clusters
- Creation of high-skilled employment opportunities
Public-private collaboration is central to this model, ensuring risk-sharing mechanisms and international expertise integration.
Strategic Outlook: From Energy Producer to Energy Transformer
Oman’s green hydrogen program reflects a shift from traditional hydrocarbon exports toward a diversified, future-oriented energy portfolio.
If execution milestones remain on track, the Sultanate could emerge as one of the early large-scale exporters in the global hydrogen trade. Duqm and Dhofar, once primarily regional industrial zones, are set to become strategic nodes in the international clean-energy supply chain.
Through structured auctions, renewable expansion, and long-term production targets, Oman is building not just hydrogen plants — but a new energy identity aligned with the decarbonized global economy.
