Solution
Eurogroup Consulting developed an integrated urban redevelopment roadmap focused on infrastructure modernization, land-use optimization, governance reform, and investment facilitation. The strategy balanced immediate infrastructure rehabilitation needs with long-term spatial planning objectives, ensuring sustainable expansion while strengthening institutional capacity and private sector participation.
Approach
The engagement began with a comprehensive diagnostic of infrastructure systems, regulatory frameworks, and spatial development patterns using GIS analysis, demographic projections, and stakeholder consultations across municipal departments. We assessed road networks, utilities capacity, housing demand trends, and investment pipelines to identify structural bottlenecks and growth constraints. Based on this analysis, we designed a phased redevelopment framework that restructured zoning regulations to improve density efficiency and unlock mixed-use development corridors. Infrastructure rehabilitation priorities were sequenced to address congestion, upgrade utilities, and enhance resilience in water and energy systems. We also developed a governance model introducing a centralized Municipal Project Management Office to coordinate capital projects and streamline approvals. In parallel, we structured public-private partnership models for affordable housing and mixed-use developments, while recommending the deployment of a digital planning and monitoring platform to improve transparency, data integration, and investor confidence.
Recommendations
We recommended establishing a dedicated Municipal PMO to oversee infrastructure delivery and inter-agency coordination. Zoning reforms were proposed to enhance land-use efficiency and investment attractiveness. The municipality was advised to adopt PPP frameworks for housing and infrastructure financing, implement digital permitting systems, and align capital investment planning with sustainability and resilience targets under Vision 2040.

Approval timelines for housing and infrastructure projects improved, coordination across departments strengthened, and investor interest in mixed-use developments increased.
