Approach
We conducted a comprehensive supply chain diagnostic, mapping cold storage assets, transport capacity, trade flows, and regulatory requirements across key logistics hubs. Through site assessments and stakeholder engagement, we identified structural capacity gaps and operational bottlenecks.
Based on this analysis, we designed a phased infrastructure expansion strategy covering hub upgrades in Sohar, Muscat, and Salalah, the introduction of cross-docking models for perishable goods, and standardized temperature governance protocols across transport and storage.
We integrated digital monitoring systems leveraging IoT-enabled tracking for real-time visibility and compliance management. The roadmap also included workforce capability development and structured PPP investment models to attract capital for refrigerated warehouse expansion and fleet modernization.
Recommendations
We recommended establishing a National Cold Chain Coordination Platform to align port authorities, warehouse operators, logistics firms, and regulators under a unified governance framework.
In parallel, we proposed renewable-powered cold storage solutions in remote regions to enhance sustainability, reduce operating costs, and align with Oman’s energy transition objectives.
